He was born and raised in Meigs County, Ohio. He spent the later part of his working life with the U.S. Army Corps of Engineers, and for the last part of his career he was a lockmaster at Lock 19 of the Government dam at Keokuk, Iowa. He retired in 1933. His wife, Esther McCormick Decker, died before him, and she is buried in this cemetery with her mother in a separate lot. They had one child, who died as an infant; see details in his wife Esther's Findagrave bio. He is buried in a cemetery lot with members of the Sterne and Dunn families, who appear to have been his wife's cousins, along with the Berryhill family, and who may have befriended him in later years, before his death at age 95.
The legatees of his will were:
Louise Sterne Schell, New York City
Madison G. Sterne, II, Keokuk, Iowa
Jack Kiedaisch Sterne, Keokuk, Iowa
Bertha Berryhill Hayes, Keokuk, Iowa
Charlotte Berryhill Sterne, remainderman, died before Chinton H. Decker. She had two children, Louise Sterne Schell of New York City and Madison G. Sterne. Madison G. Stern died before Clinton Decker and left surviving two sons, Madison G. Sterne, II, and Jack Kiedaisch Sterne.

Buried on Aug 23, 1952 by DeJong Funeral Home.
