Horace was the son of Thomas and Amanda (Herbert) Burrowes of Keyport. He was named after his father's mining partner in California during the gold rush. Thomas Burrowes and his partner Horace Stoel each named a son after the other. When he was young, Horace was a star football player in Keyport, and went on to become a cashier and vice president at a bank his father founded in Keyport, the People's National Bank.

Horace married Mary Etta Walling on 11 Jan 1899. Both of them were devout Baptists, as were their families since the early 18th century. They had one son, Herbert Curtis Burrowes (1905-1977).
