Eliza was the daughter of William Downs and Sarah McCartney Downs. The Downs family left New Jersey and settled in Urbana, Champaign Co., OH between 1810 & 1820. In 1818, Eliza first married Able D. Armstrong of Urbana, Champaign Co. OH. They had 5 children, William D., Charles E. B., Alice A. (m. Nelson Rector) , Joseph C., Sarah (who died at age 1) After his death, she married in 1837 J. J. McCartney. They adopted Henrietta (Nettie) Blum whose parents had died crossing the ocean on their way to the United States from Switzerland.
They were the much loved grandparents of the children of Hiram and Nettie (McCartney) Decius. In their Granddaughter Rhoda's memoirs at age 71 she remembers them:
"After all these years, I can not think of them without emotion and a deep sense of loss"
