US Congressman. Elected to represent Massachusetts' 3rd, 4th, and 5th Districts in the United States House of Representatives, serving from 1877 to 1885, and 1887 to 1889. He was defeated as Democratic in 1870, and 1872. Also served as a Delegate to the Democratic National Convention from Massachusetts in 1876, and 1880.

In 1888, he purchased a thirty-two-room mansion in the Mattapan section of Milton for conversion to the Boston Home for Aged and Infirm Hebrews and Orphanage. The Home was properly equipped with funds contributed by many Jews in the community. The Home reduced the number of orphaned children placed by the Commonwealth in non-Jewish foster homes and was also helpful in preparing the children through a series of manual training programs to earn their living upon their discharge.
