U.S. Congressman. Graduating from the United States Military Academy at West Point being commissioned an officer in the 11th Regiment, U.S. Infantry in 1894, he resigned from the U.S. Army. He then graduated from Massachusetts Institute of Technology a electrical engineer in 1896, engaged in manufacturing and served as a member of the common council of Lowell. During the Spanish-American War, he reenlisted in the Army, appointed Lieutenant Colonel Engineer officer of the 2nd Army Corps under General Graham. After the war, he served as civil administrator of the Arecibo district of Puerto Rico and was member of the Massachusetts House of Representatives, (1898-99). In 1903, he was elected as a Republican to the Fifty-eighth Congress and to the next four succeeding Congresses, serving until 1913. After his term, he was president of U.S. Cartridge Company, treasurer of Heinze Electrical Company, director of Wamesit Power Company and director of Union Land and Grazing Company at the time of his death at age 83.
