U.S. Congressman. Born in Stoughton, Massachusetts, he was a manufacturer, a member of the Massachusetts State House of Representatives (1860-62, 1866) member of the Boston Board of Aldermen (1870-71) and Mayor of Boston, in 1873. In 1873, he was elected as a Republican to the Forty-third Congress to fill the vacancy caused by the death of William Whiting and reelected to the Forty-fourth Congress, serving until 1877. Declining to be a candidate for re-nomination, he again served as Mayor of Boston in 1878. He died at age 71 in Boston, Massachusetts.
