U.S. Congressman. He graduated from Harvard University in 1879, taught school, studied law at Columbia College of Law, was admitted to the bar in 1889 and commenced to practice law in Worcester, Massachusetts. He was clerk of the central district court of Worcester (1892-97) and elected as a Democrat to the Sixty-second Congress, serving (1911-13). An unsuccessful candidate for reelection, he was appointed postmaster of Worcester, in February 1915 and served until his death.
