Maryland Governor. Born in Conowingo, Maryland, he was educated at Nottingham Academy, he was a teacher and a businessman. He graduated with a law degree from the University of Maryland, in 1890, was admitted to the bar and practiced law in Elkton, Maryland. He was Maryland State Attorney (1891-95), a member of the Maryland State Senate, (1898-1901) and associate judge for the Second Judicial Circuit in 1906. In 1908, he was elected as a Democrat the 46th Governor of Maryland and during his time in office, he improved Maryland's road system, created more accountability for political campaign funds, better care for the mentally ill, plus increased taxes for collateral inheritance and automobile licenses. He served as Governor until his death near the end of his term at age 52 in Elkton, Maryland.
