U.S. Congressman. He studied law, was admitted to the bar in 1856 and commenced to practice law in Cumberland, Maryland. He served as Cumberland City Counselor (1856-57) and moved to Baltimore, in 1857 and continued the practice of law. There he was Baltimore City Solicitor (1860-62), a delegate to the Maryland State constitutional convention in 1863 and Maryland State Attorney (1863-65). In 1865, he was elected as an Unconditional Unionist to the Thirty-ninth Congress to fill the vacancy caused by the resignation of Edwin H. Webster, serving until 1867. An unsuccessful candidate for reelection, he served as tax collector for the Port of Baltimore (1869-73, 77-82).
