James came to Washington when he was 20 years old. He lived in Spokane for 43 years prior to moving to Pullman in 1941. He was a member of the Tyrian Masonic Lodge.
He is survived by his wife, Rosalie; three daughters, Mrs. Lucille Hall, Pullman; Mrs. Margaret Low, Hollywood; Mrs. Velma Rives, Los Angeles; two sons, Joseph R. Bailey, Brooklyn, N.Y., and Carl W. Bailey, United States army; one sister, Mrs. Elizabeth Hilby, Sharon, and one brother, Edgar Bailey, Fresno, Calif.
