The son of John T. Lowe and Mary Ann Caroline Slater, Eugene was born in St. Louis, Missouri and spent the first 5 years of his life there. He and his parents moved to Jersey County, Illinois in 1853, but settled in Calhoun County, Illinois a few years after that.

Eugene married Caroline S. Boerstler on 08 Nov 1878 in Calhoun County, Illinois. He was a farmer, and they were the parents of 1 child before their marriage ended sometime between 1880 and 1884.

After their divorce, Caroline moved to Seattle with their son, Willy, and her father, John Boerstler.

Children from first marriage: 1 son.

Eugene married Mary Matilda "Tillie" Crull on 26 Mar 1889 in Calhoun County, Illinois. He continued to work as a farmer, and they were the parents of 3 children.

Tillie passed away in 1908.

Children from second marriage: 2 sons, 1 daughter.

After Tillie's death, Eugene remained in his home near Batchtown. 2 of their children, Verna and Clayton, moved to California. Clarence remained at home.

Eugene died at his home following an illness that lasted a few days. At the time of his death, he was 77 years, 5 months and 6 days old.

He was survived 2 sons, Clarence Lowe and Clayton Lowe; 1 daughter, Verna Wright of Los Angeles, California; and 1 brother, Austin Lowe.

Eugene was preceded in death by his second wife, Mary; his mother and father; 1 son, Willy Lowe, who died in Seattle, Washington in 1884; and 1 brother, Edward Lowe.

Funeral services were conducted at the family home. Reverend J. T. Bryant officiated.
