U.S. Congressman. He graduated from Columbia College New York City, in 1788, studied law, was admitted to the bar and was commissioned a Major in the U.S. Army by President John Adams. He was a regent of the University of the State of New York, in 1796 and elected as a Federalist to the Fifth Congress, serving (1797-99). After his term, he was member of the New York State Senate, (1814-18) and again a regent of the University of the State of New York, in 1820. He was Postmaster of Oswego, New York, (1841-45) and editor of the Oswego Democratic Gazette, until his death at age 79.
