US Congressman. He was born in New Orleans, Louisiana, and completed his preparatory studies before studying law. He then was admitted to the bar and commenced to practicing law in Sandy Hill, New York, in 1846. One of his most famous cases as a criminal lawyer involved the defense of a man named Jesse Billings, who was charged with the murder of his wife in Northumberland, New York. He then entered public service and decided to run for a seat in the United States Congress and was elected. A Democrat, he then served New York's 15th District in the United States House of Representatives (Thirty-Third Congress) from 1853 to 1855. After his term in the United States Congress expired on March 3, 1855, he was succeeded in office by Edward Dodd. He then was elected on the Republican and American tickets of the New York State Election in 1859 and defeated for reelection on the Union ticket of the New York State Election in 1862. He served as a Clerk of the Court of Appeals from 1860 to 1862. He also served as a Provost Marshall for the Sixteenth District of New York in 1862, and as a Member of the Governor's Staff and Judge Advocate General of the New York State Militia from 1875 to 1879. He was defeated for election to the New York State Senate in 1874 but served as a member of the State Senate representing the 12th District from 1878 to 1879. He lastly served as a delegate to the Democratic National Convention from New York in 1880. After his time in politics ended, he resumed his practice of law until his death. He passed away following a long illness at his home in Sandy Hill, New York, at the age of 65, and was buried in the Union Cemetery. One of his obituaries of the time stated that he was a 'man of commanding presence, of genial manners, and everyone who knew him was his friend.'
