U.S. Congressman. He attended New York City Law School, (1896-97), Cornell University, in 1898, was admitted to the bar in 1899 and commenced to practice law in New York City. During the Spanish-American War, he served as a Sergeant in the 13th Regiment of the National Guard, U.S. Army. After the war, he was on the counsel to the clerk of Kings County, (1908-09), secretary for the Borough of Brooklyn, (1910-13) and deputy commissioner of public works for the Borough of Brooklyn, (1913-15). In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next two succeeding Congresses, serving until 1919. Not seeking reelection, he served as judge of the Kings County Court, (1920-25) and as transit commissioner for the State of New York, (1932-42).
