US Continental Congressman. He graduated from the College of William and Mary, in 1781, studied law, was admitted to the bar and commenced to practice law in Williamsburg, Virginia. He was a member of the Virginia State House of Delegates in 1778 and from 1780 to 1782, and Lieutenant Governor of Virginia, in 1782. In 1783, he was elected a member of the Continental Congress and served until his death at age 27 while Congress was in session in New York City. His funeral and burial was in St. Paul's Church in New York City and was attended by all of Congress and widely reported in newspapers. Hardy County was created from Hampshire County VA in 1786, and named for Samuel Hardy, a distinguished Virginian. West Virginia became a separate state in 1861 and included Hardy County.
