US Congressman. Elected to represent Pennsylvania's 13th District in the United States House of Representatives, serving from 1853 to 1857. Also served as a Member of the Pennsylvania State House of Representatives from 1842 to 1843, State Court Judge from 1843 to 1844, Delegate to the Democratic National Convention from Pennsylvania in 1864, Candidate for Democratic Nomination for President in 1868, and Candidate for Governor of Pennsylvania in 1869. Packer was founder of the Lehigh Valley Railroad, and Lehigh University in Bethlehem, Pennsylvania.
