U.S. Congressman. Graduating from Duff's Business College, Pennsylvania in 1875, he then was a bank messenger, traveling salesman and businessman, in Kentucky. Entering politics, he was a member of the Kentucky State House of Representatives (1888-90) and a member of the West Virginia State Senate (1894-98). He also was a delegate to all West Virginia State’s Republican National Conventions and Postmaster of Huntington, West Virginia (1896-1900). In 1901 he was elected as a Republican to the Fifty-seventh Congress and to the next six succeeding Congresses, serving until 1915. He was again elected as Republican to the Seventieth and Seventy-first Congresses, in 1927 and served until his death.
