U.S. Congressman. He attended Marshall College, engaged in banking (1910-17) and served during World War I as a First Lieutenant in the 150th Field Artillery, 42nd Division, US Army, (1917-19). After the war, became successful in the insurance business and was elected as a Republican to the Seventy-eighth, Seventy-ninth and Eightieth Congresses, serving (1943-49). An unsuccessful candidate for reelection, he was appointed West Virginia director for the Federal Housing Administration, serving (1954-58).
