US Congressman. Elected to represent West Virginia's 6th District in the United States House of Representatives, serving from 1923 to 1927. He was defeated as Democratic in 1926. Also served as a Member of the West Virginia State House of Delegates from 1916 to 1918, 1920 to 1922, 1930 to 1932, and 1936 to 1938. Speaker of the West Virginia State House of Delegates from 1930 to 1932, Candidate for Governor of West Virginia in 1928, and Candidate in the Democratic Primary for United States Senator from West Virginia in 1934.
