US Congressman, Presidential Cabinet Secretary. He served in the Confederate Army during the Civil War. He was elected to represent West Virginia's 2nd Congressional District in the United States House of Representatives, serving from 1883 to 1895. He then served as United States Postmaster General from 1895 to 1897.
