U.S. Congressman. Born in Gay, West Virginia, he graduated from the Concord Normal School, in 1892, taught school for several years, graduated from the law department of Southern Normal University, Tennessee, in 1898, was admitted to the bar and commenced to practice law in Oceana, West Virginia. He was Mayor of Logan, West Virginia, in 1903, a member of the West Virginia State Senate, (1908-16) and by virtue of this office was Lieutenant Governor of West Virginia, (1915-16). In addition, he was the West Virginia State Attorney General, (1917-25). In 1927, he was elected as a Republican to the Seventieth Congress, serving until 1929. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 64 in Cleveland, Ohio.
