U.S. Congressman. Born in Madison, West Virginia, he graduated from University of Kentucky in 1894, from the law department of the Southern Normal University Tennessee, in 1900, was admitted to the bar and commenced practice in Point Pleasant, West Virginia, in 1903. He was prosecuting attorney of Mason County, (1904-09) and assistant West Virginia State tax commissioner, (1909-19). In 1919, he was elected as a Republican to the Sixty-sixth and Sixty-seventh Congresses, serving until 1923. An unsuccessful candidate for reelection, he served on the committee of appeals for the United States Treasury Department, (1923-24), as postmaster at Charleston, West Virginia, (1925-28) and as a special master in the United States District Court. He died at age 74 in Charleston, West Virginia.
