U.S. Congressman. Born in New Hartford, New York, he graduated from Utica Free Academy, studied law, was admitted to the bar in 1859 and commenced to practice law in Rome, New York, in 1860. He moved to New York City in 1867, was employed as a financial clerk in a wholesale house, then returned to Rome, New York, in 1868 and continued the practice of law. He was a member of the Board of Aldermen of Rome, (1874-76) and served in the New York State Assembly in 1878. In 1879, he was elected as a Republican to the Forty-sixth and Forty-seventh Congresses, serving until 1883. Not a candidate for re-nomination, he resumed the practice of law and was an attorney for the New York Central Railroad Company until his death at age 66 in Rome, New York.
