U.S. Congressman. As a child, he moved with his parents to New York, in 1874, later graduating from the medical department of Dartmouth College New Hampshire, Hanover, in 1895 and commenced the practice of medicine in Utica, New York. He was a member of the board of education of Utica, (1910 to 1920), Mayor of Utica, (1922 to 1924) and commissioner of public safety of Utica, (1928 to 1929). In 1937, he was elected as a Republican to the Seventy-fifth Congress tand to the next three succeeding Congresses, serving until 1945. An unsuccessful candidate for re-nomination, he resumed the practice of medicine until his death at age 79.
