U.S. Congressman. He graduated from Wesleyan University Connecticut, in 1889, from Columbia University New York, in 1905 and was a member of the faculty of political science of Hamilton College New York, (1904-29) and served in the New York State Senate, (1909-11). He was again a member of the New York State Senate (1919-25) and served as chairman of the New York State Legislative Committee on Taxation and Retrenchment. In 1925, he was elected as a Republican to the Sixty-ninth Congress and to the next three succeeding Congresses, serving until 1933. An unsuccessful candidate for reelection, he was president of the National Institute of Public Affairs, Washington, D.C., (1934-49) and chairman of the Federal Personnel Council, Washington, D.C., until his retirement in 1953.
