US Congressman. Born in Whitesboro, New York, he graduated from Union College in 1863 and then enlisted in the Union Army to serve during the Civil War. He was commissioned a Captain of Battery D, 16th Regiment, New York Heavy Artillery promoted to the rank of Major in June 1864 and was detailed as provost marshal general of the eastern district of North Carolina, before he resigned from the Army in the fall of 1865. After the war, he settled in Missouri in 1866, studied law, was admitted to the bar in 1867 and commenced to practice law in St. Louis. There he organized and commanded the 1st Regiment of the Missouri National Guard in 1877, was a delegate to the Republican National Convention in 1888 and appointed chairman of the commission to treat with the Sioux Indians of the Northwest in 1891. In 1897, he was elected as a Republican to the Fifty-fifth and Fifty-sixth Congresses, serving until 1901. Declining to be a candidate for reelection, he died at age 59 in St. Louis, Missouri.
