US Congressman. Last name also spelled Howe. A Democrat, he was elected to represent New York's 25th District in the Thirty-second Congress and served one term, from March 4, 1851 to March 3, 1853. How spent most of his life in his hometown of Auburn, New York. He was inspector of the Auburn Prison from 1834 to 1838, and Surrogate of Cayuga County from 1836 to 1840. In 1852, How declined to seek reelection to US House of Representatives and instead ran successfully for Mayor of Auburn, serving from 1853 to 1854. He then retired from public service.
