U.S. Congressman. Moving with his parents to Buffalo, New York in 1866, he later engaged in the retail shoe business, in insurance and the bonding business. Entering politics, he was elected to the board of supervisors of Erie County, serving 1894-98. In 1899, he was elected as a Democrat to the Fifty-sixth Congress and to the next four succeeding Congresses, serving until 1909. An unsuccessful candidate for re-nomination, he resumed his former business interests, was a member of the grade crossing terminal commission (1919-39) and a member of the Allegany State Park Commission from 1930 until his death.
