US Congressman. Served as a Major in the Union Army during the Civil War. Elected to represent New York's 27th, 30th, 31st, and 34th Districts in the United States House of Representatives, serving from 1881 to 1885, and 1891 to 1907, being defeated in 1906. Also served as a Member of the New York State Assembly from 1878 to 1879, New York State Comptroller from 1880 to 1881, and Delegate to the New York State Constitutional Convention for the 43rd District in 1915.
