Kentucky Governor. Served in the United States Army during World War II. Combs served as Governor of Kentucky from 1959 to 1963, being defeated in 1955, and 1971. Also served as a State Court Judge from 1957 to 1959, Judge of the Kentucky Court of Appeals from 1951 to 1955, and Judge of the United States Court of Appeals for the 6th Circuit from 1967 to 1970. Combs died on December 4, 1991, near Rosslyn, Kentucky, when his car was swept from a roadway into the Red River during a flood, and he drowned.
