Also served as a State Court Judge from 1880 to 1883, Member of the Virginia State House of Delegates from 1886 to 1889, Judge of the United States District Court from 1908 to 1921, and Judge of the United States Court of Appeals for the 4th Circuit from 1921 until his death in 1931.
