US Congressman. He was a newspaper reporter in Norfolk, Virginia, collector of customs of Virginia, and chairman of the Port War Board of Hampton Roads. Prior to World War I, he served as neutrality enforcement officer, trustee of Virginia State Teachers’ College, and a receiver of insolvent banks at Washington, D.C. In 1937, he was elected as a Democrat to the Seventy-fifth Congress, serving until 1939. An unsuccessful candidate for re-nomination, he was publisher of the Portsmouth Virginia Star until 1955 and executive of the Norfolk-Portsmouth Newspapers, until his retirement.
