Born in Collegeville, she was the daughter of the late Edward and Elizabeth (Muschell) Kenney.
She was a graduate of the former Collegeville-Trappe High School and received her undergraduate degree from Temple University. She earned her master's degree in education from Kutztown University.
Mrs. Williams was a retired elementary school teacher and taught for many years in the Souderton Area School District.
She was a member of Tabor United Methodist Church of Woxall, Upper Salford; the Pennsylvania Teacher's Association; and the Kutztown Alumni Association.
She was a avid gardener and reader.
She is survived by seven grandchildren.
In addition to her husband, she was preceded in death by two sons: William N. who died in 1986, and Keith E. Sr who died in 1995; a daughter, Joanne C. Eck who died in 1996.
Funeral services were held May 15, 1998 at the R. L. Williams Funeral Home, Skippack. Interment was in Tabor United Methodist Cemetery in Woxall.
