US Congressman. Served in the United States Navy during World War II. Elected to represent Idaho's 2nd District in the United States House of Representatives, serving from 1951 to 1961. Also served as a Member of the Idaho State House of Representatives from 1939 to 1942, and again in 1949. In 1963 he was given a seat by President Lyndon B. Johnson on the Securities and Exchange Commission, where he served until 1969. In 1969 he then became Chairman of the Securites and Exchange Commission and served until 1971, when he resigned.
