U.S. Congressman. He attended the University of Virginia, Oxford University, studied law, was admitted to the bar in 1917 and commenced to practice law in Appomattox, Virginia. During World War I, he served as a Private in Company A, 350th Engineers, 8th Division, U.S. Army. After the war, he served on the staff of Virginia Governor E. Lee Trinkle (1922-26), was the Commonwealth attorney of Appomattox County, (1919-32) and was special assistant to the attorney general of Virginia, (1928-32). In 1932, he was elected as a Democrat to the Seventy-second Congress to fill the vacancy caused by the death of Henry St. George Tucker, serving until 1933. Not a candidate for election, he was assistant United States attorney for the western district of Virginia, (1939-40) and judge of the fifth judicial circuit of Virginia, serving from 1940, until his death from pneumonia at age 69.
