Born May 12, 1932, in Cherrytree, she was the daughter of the late Leroy and Opal Martin Winters.
Mrs. Barrett was a homemaker.
She was married to Robert A. Barrett and he preceded her in death in 1998.
Mrs. Barrett had been a member of the Seneca Assembly of God.
She was also a member of the Venango County Blind Association.
Elsie enjoyed cooking, baking and canning, as well as crafts and macrame.
She is survived by four children, Lee Barrett of Cranberry Township, Edward Barrett of Franklin, Della Heath of Oil City and Ella Van Zandt of Oil City; and four grandchildren, Billy Barrett, Mary Ann Davis, Emily Van Zandt and Rebecca Van Zandt.
Also surviving are two sisters, Esther Robertson of Oil City and Alberta Smith of Titusville; a brother, Earl Winters of Frewsburg, N.Y.; and several nieces and nephews.
In addition to her husband, she was preceded in death by her son, Merle and his wife, Lila and their children, Mildred and David; and a sister, Edna Black.
Friends will be received from 1 to 2 p.m. today in the Reinsel Funeral Home & crematory.
Funeral services will be held at 2 p.m. today in the funeral home with Pastor Alberta Smith, sister of the deceased, presiding.
Interment will take place at Dempseytown Lutheran Cemetery.
Memorials may be made to the Venango County Blind Association.
