US Congressman. Elected to represent Texas's 16th District in the United States House of Representatives, serving from 1903 to 1917, being defeated in 1916. Also served as a District Judge for the 32nd District from 1897 to 1903, and Judge of the United States District Court for the Western District of Texas from 1917 to 1924.
