US Congressman. Elected as a Republican to represent Pennsylvania's 18th District in the Eighty-sixth Congress, he served from April 26, 1960 until his death. The Philadelphia native attended the University of Virginia at Charlottesville, and served as a Chief Petty Officer in the US Navy during World War II. He was active in insurance and public relations before becoming Vice President of Wilson College in Chambersburg, Pennsylvania (1952 to 1960) and winning election to the State Senate for the 33rd District (1956 to 1960). Elliott won a special election to the US House of Representatives to fill the vacancy caused by the death of Richard M. Simpson, but served less than two months before dying suddenly at 39 in Horse Valley, Pennsylvania. He was buried in Chambersburg.
