US Congressman. Born in Township, Pennsylvania, he graduated from the Pennsylvania State School in 1882, Union College, in 1883 and taught school for six years. He graduated from the law department of the University of Michigan Arbor in 1888, was admitted to the bar in 1888 and commenced to practice law in Uniontown, Pennsylvania. In 1903, he was elected as a Republican to the Fifty-eighth and to the next three succeeding Congresses, serving until 1911. After his term, he resumed the practice of law in Uniontown, Pennsylvania, until his death at age 80.
