U.S. Congressman. Born in Uniontown, Pennsylvania, he graduated from Waynesburg College, studied law, was admitted to the bar in 1861 and practiced law. He was district attorney for Fayette County, in 1862, a member of the Pennsylvania State House of Representatives, (1865-66) president of the Democratic State convention, (1867-71) and delegate to the Democratic National Convention, (1876-80). In 1883, he was elected as a Democrat to the Forty-eighth and Forty-ninth Congresses, serving until 1887. Not a candidate for re-nomination, he was appointed judge of the Territory of Washington, in 1888 and served until his at age 52 in Seattle, Washington.
