US Congressman. Elected to represent Pennsylvania's 23rd District in the United States House of Representatives, serving from 1917 to 1919. He was defeated as Democratic in 1920. Also served as a Member of the Pennsylvania State Legislature, and Pennsylvania State Chair in 1921.
