U.S. Congressman. Born in Lima, West Virginia, he was named after Confederate General Robert E. Lee. He graduated from the literary department of the University of West Virginia, in 1894, from its law department in 1895, was admitted to the bar and commenced the practice of law at Morgantown, West Virginia. He was a member of the Morgantown City Council, (1895-1917), deputy collector of internal revenue for the district of West Virginia, (1917-21) and judge of the Morgantown City Court, (1921-23). In 1923, he was elected as a Democrat to the Sixty-eighth Congress, serving until 1925. An unsuccessful candidate for reelection in 1924 to the Sixty-ninth Congress and 1926 to the Seventieth Congress, he resumed the practice of law in Morgantown, West Virginia, until his retirement in 1927. Upon retirement, he moved to Preston County, West Virginia, and operated a summer resort at Brookside (1929-1939) and then resided in Aurora, West Virginia. He died at age 85 in Mountain Lake Park, Maryland, while visiting friends there.
