U.S. Senator. Born in Washington, D.C., he attended the Lawrenceville School New Jersey, Phillips Academy Massachusetts and Harvard University. During the Spanish American War, he served as Assistant Adjutant General in the 1st Virginia Volunteer Infantry, US Army. After the war, he pursued in railroads, banking, utilities and coal mining interest and was appointed as a Republican to the United States Senate to fill the vacancy caused by the death of his father, Stephen B. Elkins, serving from January 9 to January 31, 1911. During World War I, he served the US Army in France, (1917-18). In 1919, he was elected as a Republican to the United States Senate, serving until 1925. Not a candidate for re-nomination, he was chairman for the Committee on Expenditures in the Department of Commerce and owner of the Washington & Old Dominion Railroad Company, (1936-56). He died at age 82 in Richmond, Virginia.
