US Congressman. Born in Bazetta Township, Trumbull County, Ohio, at the age of 15, he enlisted in the Union Army, during the Civil War, was wounded during the Battle of Gettysburg and received an honorable discharge in 1866. He then moved to West Virginia, he studied law, was admitted to the bar in 1868, practiced as assistant prosecuting attorney of Kanawha County, and was prosecuting attorney of the same county. He was commercial agent to San Juan del Norte, Nicaragua, member of the West Virginia State House of Delegates in 1891, prosecuting attorney of Ritchie County, and judge of the fourth circuit of West Virginia. In 1899, he was elected as a Republican to the Fifty-sixth Congress, serving until 1901. An unsuccessful candidate for reelection, he was Attorney General of West Virginia, and Postmaster of Harrisville, West Virginia, from 1907, until his death at age 66.
