U.S. Congressman. He attended Trinity College, studied law at the University of North Carolina, was admitted to the bar in 1896 and commenced practice in Dunn, North Carolina. He was the Mayor of Dunn, in 1897, a member of the North Carolina State Senate, in 1903 and a member of the Democratic State executive committee, (1904-06). In 1907, he was elected as a Democrat to the Sixtieth Congress and to the next six succeeding Congresses, serving until 1921. After leaving Congress, he returned to the practice of law until his death at age 55.
