U.S. Congressman. After attending Anthony Bolivar Pennsylvania, he studied law at the University of Virginia, was admitted to the bar in 1864 and opened at law practice in Princess Anne, Maryland. He was a member of the constitutional convention in 1867 and MarylandâPcs State Attorney for Somerset County, (1870-84). In 1891, he was elected as a Democrat to the Fifty-second Congress, serving until he resigned in 1892. He was then appointed chief judge of the first judicial district of Maryland in 1892 and served until his death.
