U.S. Congressman. Educated as a civil engineer, he engaged in his profession, entered politics and was a delegate to the Republican National Convention, (1876-84). He also was president of the town council of Smyrna, Delaware, (1878-98) and member of the Delaware State House of Representatives, (1888-89). In 1899, he was elected as a Republican to the Fifty-sixth Congress and served until his death.
