Willis was the son of Alfred "Fred" Etter, Sr. of Switzerland and Rachel H. Bracksieck of Germany. The family lived in Calhoun County, Illinois.

Willis was married to Sadie Pauline Carnes. He was a trucker, and they were the parents of 3 children.

The Etters lived in Hardin for many years until they moved to rural Meramec, Crawford County, Missouri near Cuba, Missouri in 1960. Their disabled son, James, lived with them until his death at the age of 24 soon after their move.

At the time of his death in 1969, Willis was 58 years, 6 months and 9 days old. He was survived by his wife, Sadie; 1 daughter, Joyce Dooley; 2 grandchildren; 3 sisters, Lucille Gries of St. Louis, Missouri, Florence DeLong of Hardin, Illinois, and Elizabeth Ledder, also of Hardin; and 3 brothers, Alfred Etter of Hardin, Earl Etter of St. Charles, and Ray Etter of California.

Visitation was held at the C. C. Hanks Funeral Home in Hardin, Illinois on 20 Jan 1969. Funeral services were conducted there at 2 p.m. the following afternoon. Willis was buried next to 2 of his sons, Willis Oliver, Jr. and James Alfred, who preceded him in death.

Willis' wife, Sadie, passed away on 01 Aug 2006.

Children: 1 daughter, 2 sons.
