U.S. Congressman. He apprenticed with his father as a blacksmith, went on to learn the trade of machinist and moved to Winona, Minnesota in 1877. There he was employed as a machinist until 1881, attended the law department of the University of Wisconsin, was admitted to the bar in 1882 and commenced to practice law in Winona, Minnesota. Entering politics, he was a member of the Minnesota State Senate in 1890. In 1893, he was elected as a Republican to the Fifty-third Congress and to the next eight succeeding Congresses, serving until 1911. An unsuccessful candidate for re-nomination, he was a member of the International Joint Commission, created to prevent disputes regarding the use of boundaries between the United States and Canada from 1911 until his death.
