Eldest son of Samuel Cavins (A Union Veteran of the Civil War) & Edith Smith. He married Myrtle Ivy Pigott May 9, 1891. Children: Charles Leonard, Clara, Mary Edith, Olive Adelphia, Samuel, John, Joseph, Leslie, and Hettie.

William was raised in the Hacker's Creek area in Lewis County, West Virginia. . Upon the death of his father in June 1880, he was sent to live with his grandfather, Johnson Smith, in Central Station, Doddridge County, West Virginia. He earned his living as a farmer.
